Two bills pass the California Senate this week and now head back to the Assembly for a final approval before landing on the governor's desk...
AB 402 Entertainment Work Permits
This bill, if approved, requires that a $50 fee be submitted every time a minor applies for a California Entertainment work permit. The bill directs these fees be deposited into the Entertainment Work Permit Fund, which will be created by the State Treasury. The revenue collected shall be made available to the State Labor Commissioner upon appropriation by the California legislature and shall be used to pay for the costs of the following:(1) the costs of issuing permits, (2) the cost for enforcing provisions of LC 1308.5, including at least one unannounced site visit per quarterly to a randomly selected production facility. (3) Administering the entertainment work permit program, including developing and enhancing a website, updating informational materials and providing training for Studio Teachers regarding their role in enforcement.

AB 1319 Talent Services
The Talent Services bill is designed as a comprehensive solution to the problem of abusive business practices and fraud that exists within the advance-fee talent industry. The bill is quite extensive and breaks talent services into four basic categories: (1) representation (2) training (3) counseling and (4) talent listing. Among other things, the bill specifically prohibits the operation of an advance-fee talent representation service, and requires that all companies providing talent services file a $50,000 bond with the State of California. Additionally, it regulates talent service contracts, contract cancellations, record keeping, advertising and more. Click on the link below to learn more about this bill.

When will these new laws go into effect?
Both of these bills have been voted on and have been passed by the California State Senate this week and are headed back to the Assembly for final approval. Once approved these bills are sent to Governor Schwarzenegger who can either sign or veto the bills, but he mustdo so by October 11th.
Assuming the Governor signs both bills, these new laws will go into effect as of January 1st, 2010
